You can carry your weapon locked in the car per 790.251
you can not ride a bike (bicycle) while carrying as 790.251 allow you to carry in a motor vehicle and a bike (bicycle) would not meet that definition a bike (motorcycle) would.
the public street is acceptable as the public street is not on the property of the technical center.

note that 790.115 Possessing or discharging weapons or firearms at a school-sponsored event or on school property prohibited; penalties; exceptions.--

states that

3. In a vehicle pursuant to s. 790.25(5); except that school districts may adopt written and published policies that waive the exception in this subparagraph for purposes of student and campus parking privileges.


to me this states that the school district can by policy prevent you from having a firearm in your vehicle.
