Just a quick question: Did the fingerprint card come with the renwal package? I ask because I renewed my FL CWFL at my local Tax collectors office almost two years ago. Now, granted, I was a resident by this time. Not that it should mean anything as there is no such thing as FL "Resident" vs "Non Resident" CWFLs. It's the same CWFL, just listing a different address. Point being, when I did the renewal, I was not required to "re-fingerprint" as it had been done with my initial application (this was my 1st renewal after that). Why are they asking you to "re-fingerprint?" Had you submitted valid fingerprints before then?
Correct, but to be clear, as of 2010, there is no address listed on your Florida CWFL, which can be updated here. However, one needs to keep DOACS apprised of their current address, which is also how they know where they send the renewal application to. Regardless, I'm perplexed by the fingerprint card since I didn't think a renewal required new/updated fingerprints. It was a while ago, but I'm pretty sure they didn't obtain new fingerprints at my last renewal at a DOAC Regional Office; in and out in less than 15 minutes with my renewed FCWFL in hand! 🤠

Yes the fingerprint card came within the package in its own smaller manila pre-addressed envelope. There is also an application and instruction sheet specifically for out of state renewals. It even is printed "Fingerprints Required" next to my info. Just doesn't specify if they are to be sent separately or with the application.
Then I'm pretty sure you should send the completed fingerprint card in in the pre-addressed envelope, but I'd be worried about the application and fingerprint card getting reunited. However, a call to DOACS would be prudent!

Found it. Looks like out of state has to provide fingerprints.

11)(a) At least 90 days before the expiration date of the license, the Department of Agriculture and Consumer Services shall mail to each licensee a written notice of the expiration and a renewal form prescribed by the Department of Agriculture and Consumer Services. The licensee must renew his or her license on or before the expiration date by filing with the Department of Agriculture and Consumer Services the renewal form containing an affidavit submitted under oath and under penalty of perjury stating that the licensee remains qualified pursuant to the criteria specified in subsections (2) and (3), a color photograph as specified in paragraph (5)(e), and the required renewal fee. Out-of-state residents must also submit a complete set of fingerprints and fingerprint processing fee. The license shall be renewed upon receipt of the completed renewal form, color photograph, appropriate payment of fees, and, if applicable, fingerprints

FWIW, I just renewed mine about 4 months ago they didn't send me a fingerprint card. I just did the entire thing online, uploading a photo to them that i took with my phone and cropped. Too easy. Submitted it and had my new card in about 1 week.
Since your address is presumably in Florida, I would not expect DOACS would send a Fingerprint card. :unsure:
