Welcome. It is both. The info here has actually saved time and money. Lots to research and yes we are waiting with you.
Welcome from one newbie to another newbie....This site covers a lot of issues other sites won't touch and the biggest thing I notice is the low level of flaming if none at all....
I ask ignorant questions because I don't know and I don't get laughed at or flammed like so many other sites do.... :drinks

The reason you find this site useful and helpful is that we all sort of see that invisible sign up there on the corner of the page that tells us to leave our stinky attitudes somewhere else.
People are pleasant because there is a genuine sense of learning and sharing here. Everyone does a bit of both. That is called balance. No room for 'tudes.
