So where does this fit in? If I hop on a boat and run 4 miles out in the Atlantic, who's rule am I under? May I open carry? May I fire at will, out into the great blue yonder?

As a private citizen . . . I'm not sure.

As a licensed Master, yes, absolutely for sure.

I've been boarded more times than I can count by the Coasties always wearing a pistol, and only on the rare occasion have they ever even acknowledge it.

Bear in mind we are talking international waters specifically.

I OC'd for 20 years back when I was running boats... Only issue was that sometimes, I was "relieved" of my firearm while the boarding was in progress, and had it ret'd at the end.
