There are exceptions for antique cars, but even county laws state that if a vehicle is not registered and licensed it is considered derelict and can be towed away without permission by the authorities.
For instance, your classic car is being rebuilt but it's a hobby and takes years to complete. It's in your garage on jack stands. Isn't driven. Why buy plates for it? However, you finish the project and now go to buy plates. It will cost you the number of years that were chosen not to buy them plus all the late fees associated with not buying those plates through the years.

What about race cars that are never driven on the streets?
Hawaii has similar laws for street cars. And the new buyer often has to pay for back years as well.
