FYI you can write to the state the base was in and they'll give you a state certificate. I needed one for my passport. They wouldn't accept the military certificate.
Who is "they"? Department of Agriculture and Consumer Services?

The base, for all intents and purposes, IS the city. Proper addressing of mail is:

    Sgt J. Jones
    PSC Box 1347
    Charleston AFB SC 29404

    or

    Col T. Smith
    1340 Infantry Dr
    Fort Jackson SC 29207

Bases usually have their own zip codes, police and fire departments, and their own "local government". After a career in the Air Force, I have never heard of anyone born on base who could not use that base as the city of birth.

In fact, my son was born in the US Army Hospital in then West Berlin, Germany. As such, he has no birth certificate as they are issued by state governments, but has a registration of live birth of a US citizen abroad issued by the US State Department. When he presented this at DOACS, the admin clerk initially balked because she had never seen one before, but her supervisor told her that they were perfectly acceptable as proof of US citizenship.

Just curious, Rich. Why did he produce that document at DOACS? His DL would have sufficed...don't have to be a citizen to obtain a CWFL.

He produced the information, not the document. I don't remember why it came up, but he stated although he was born in Germany, he was a US citizen. He then told them about the State Department certificate.
